Tetsuo is involved in a government secret project called Akira. When Kaneda, his close friend who is a bike gang leader, tries to save him, Kaneda has to face not only negligent scientists and anti-government activists, but also a powerful military leader and greed politicians. This leads to bloody death and a coup attempt when it sets off Tetsuo`s supernatural power. The final battle then takes place in Tokyo Olympiad, where Akira`s secrets have been buried for the past 30 years.

Berlatarbelakangkan bandar selepas apokalips Neo-Tokyo pada tahun 2019. Kaneda merupakan ketua kumpulan motosikal yang berkawan rapat dengan Tetsuo sejak kecil. Tetsuo terlibat dengan sebuah projek rahsia kerajaan dikenali sebagai Akira, yang melibatkan sumber tenaga misteri dan menghasilkan kuasa telekinetik. Kaneda ingin menyelamatkan Tetsuo daripada projek tersebut. Bagaimanapun, dia perlu berdepan dengan sekumpulan aktivis anti-kerajaan, ahli-ahli politik yang tamak, para saintis tidak bertanggungjawab dan seorang ketua tentera yang kuat.
