The Outlaws

Based on the "Heuksapa Incident" in 2007, Chinaman Jang Chen works as a loan shark in a dark and underground Chinatown area of Seoul along with his henchmen Wei Sung-Rak and Yang-Tae. Meanwhile, Ma Suk-Do is a detective in the Chinatown area of Seoul. When a turf war between a local gang that runs Garibong-dong in Guro District, Seoul and the Heuksapa gang from Yanbian, China takes place, Jang Chen takes this opportunity to make his move and take over the neighbourhood.
Filem ini berkisarkan mengenai kejadian sebenar yang berlaku pada tahun 2007 yang digelar 'Heuksapa Incident'. Ia memaparkan tentang perang kawasan di antara dua geng iaitu geng dari Garibong-dong di Guro District, Seoul dan Heuksapa dari Yanbian, China; yang mana pihak polis terpaksa masuk campur untuk menjamin keamanan di kejiranan itu.
